-states the deputy head of Verhovna Rada of Ukraine, Stepan Gavrish, during his chat with an editor in chief of "Voice of Ukraine" newspaper, - Sergey Pravdenko.
Characterizing our today's political situation, Stepan Gavrish thinks, that we do not have a political crisis; we have a new piece of contradictions, objective ones, which come from the laws of historical development. These laws are the characteristic of any state in the transfer period. We can also consider that the expansion of globalization, which is happening in today's world towards the super civilized states and towards the developing states, like ours. It could make the processes of integration into the European society faster.
But, on one hand, we understand, that we have a law field, which is a quarter of what was left from the Soviet Union. Ukrainian state is only 10 years old. And these ten days are connected with a directed break away from the totalitarian regime, practically, from the underworld of the current state forming theory and practice of our state's development. And, of course, there are contradictions, even if there is a conflict between the past and the present, - the past that we carry not only in our genetical heredity, but also in the philosophy of ruling the country, and the present - new standards of state building, - this conflict is a cause of many explosions of political emotions, political steps and mistakes, which we make today.
S. B. Gavrish defined the current state of the Ukrainian state as a third stage of its development. Analyzing almost a ten year old history of independence and government construction, he says: "If the first stage was the one about political and law establishment of Ukrainian state, the second was creating the Constitution, then the third one, the current one, would be defining the long run of Ukrainian democracy's fate, and its political perspective. The signal for the beginning of the period, - according the vice-speaker, - was the referendum. Only referendum pushed the aggravation in the political processes.
He calls the topic of the coalition government - logical for Ukraine. Although he thinks, that you can talk about coalition in Ukrainian sense only using " ". Today we have a unique alliance of political powers for Ukraine, which, from one side are very conscious from the point of logicality in political development, and from another side - ruled by the contradictions. From the very beginning our majority came as a unity of contradictive interests. The majority has political and economical interests of the same "quantity". And the conflict between these interests can be foreseen. That is why, I think, today we could talk not so much about the coalition government, but about the government of majority.
Talking about the shady economics, the vice-speaker says that this economics - the corruption, rule the governmental processes.
Stepan Gavrish calls a main problem for the Ukrainian society - a problem of creating a civic society. Not even the reduction of the shady economics field. Because, according the deputy head of the Parliament, it is only when we create the civic society, the opportunity to solve all the other problems come forward. "The government has the feel, that the society has changed, says S. Gavrish. -It has to make steps toward the society immediately. We have to break the "Berlin wall" of misunderstanding between the Ukrainian government and the society. Only when we use a modern world practice of territorial societies, the extension of their functions and rights, when they have more rights than the President, we will have a heavy factor of elimination of the shady economics and corruption.v
A lot of Ukrainians think, that only the strong presidential power and its strict decisions can give the answer to everyday questions of today. Refuting such a case of "regulating", Stepan Gavrish says that here we have to talk about whether the Ukraine would use the way of so-called soft European democracy, where certain functions of administrative center are given to territorial societies. It is the European charter of local governing, which became the result of a very long discussion of the Europeans; it aims us at the way the civic society should be built. And, actually, the practice of state building in Europe shows us the process of giving the power to the territorial society. Why would we substantially decrease the taxes from the top, is these taxes stay in the territorial societies, where they are paid and necessary?
Interpreting the political processes in Ukraine, the interviewer of the editor in chief of "VoU" states: "In Ukraine there is now law system on the level, which would guarantee equal possibilities for everyone and the responsibility equal for all. We don't have a law system, which would consider the President as well as the average Ukrainian. I want to underline: not yet. We move from the historical place, where huge law nihilism was formed, where we had no law as an instrument of regulation the relations between people. We move away from the times, then the law was not considered a basis of democracy."
Paying much attention to the topic of effectiveness and responsibility of government, Stepan Bohdanovich puts an accent: the political contract of the parliament and the government about forming the Cabinet of ministers and appointing to political positions could come to the responsibility of the parliament and government. "I am sure, -mentioned a vice-speaker - that this is a necessary, transparent and a perspective way for Ukraine. It opens a way of stability. I am sure, that if we do not make the needed steps to making a coalition government, to the agreement on positions of parliament and government, we most probably won't avoid the risk, where the conflicts could become a long crisis of power."
